The new criminal laws—Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA)—came into force nationwide on July 1, 2024. To facilitate the transition, the Bureau of Police Research and Development (BPR&D) trained 83,740 officers centrally. Supplementing this, State and UT governments have trained 15,72,863 police personnel, 50,588 prison staff, and 20,825 judicial officers to ensure a smooth implementation of the new legal framework.

The Union Government informed the Lok Sabha that the Constitution of India has been amended eight times in the last twelve years. Key amendments include the 101st Amendment (Goods and Services Tax), the 103rd Amendment (Economically Weaker Sections reservation), and the 105th Amendment, which restored the power of states to identify Socially and Educationally Backward Classes. The most recent, the Constitution (One Hundred and Sixth Amendment) Act, 2023, provides for one-third reservation for women in the Lok Sabha and State Assemblies.

The Election Commission of India (ECI) is conducting a Special Intensive Revision (SIR) of electoral rolls nationwide, a process upheld by the Supreme Court as being within the ECI's constitutional mandate. To prevent disenfranchisement, the ECI has instituted safeguards including mandatory door-to-door verification by Booth Level Officers and publication of draft rolls for public scrutiny. The state of Andhra Pradesh has recently completed its house-to-house verification drive as part of this exercise.

The eCourts Mission Mode Project Phase-III, with a financial outlay of ₹7,210 crore for 2023-2027, is accelerating judicial digitalisation. Key achievements include conducting over 4.15 crore hearings via video conferencing and digitizing over 734 crore pages of court records. As part of this initiative, the e-Filing 3.0 system has been successfully implemented across all District Courts in Punjab to enhance judicial efficiency.

The Centrally Sponsored Scheme (CSS) for the Development of Infrastructure Facilities for Judiciary has been extended until September 30, 2026, to augment state resources for constructing court halls and residential units. The Union Budget 2026 allocated ₹810 crore to this scheme. For the financial year 2026-27, a mother sanction of ₹8.79 crore has been issued to Andhra Pradesh, which has received a total of ₹104.29 crore over the last five years.

The Union government has assured that any future legislation concerning tribunals will be framed in alignment with Supreme Court judgments to uphold their judicial independence. This commitment follows the Supreme Court's judgment on November 19, 2025, in the Madras Bar Association vs. Union of India case, which struck down certain provisions of the Tribunal Reforms Act, 2021.

The procedure for transferring High Court judges is governed by Article 222 of the Constitution, requiring consultation between the President and the Chief Justice of India. As per the Memorandum of Procedure, the proposal is initiated by the Chief Justice of India in consultation with the four senior-most Supreme Court judges, and the views of the Chief Justices of the concerned High Courts are also taken into account.

As of July 2026, the judiciary in Rajasthan is facing significant vacancies, with 11 posts for Judges vacant in the High Court against a sanctioned strength of 50. In the subordinate judiciary, 205 posts of judicial officers and 7,606 posts of court staff are currently vacant, as per data provided by the High Court of Rajasthan.

The appointment of judges to the Supreme Court and High Courts is conducted under Articles 124, 217, and 224 of the Constitution, following the Memorandum of Procedure established in 1998. This procedure, based on the Supreme Court's judgments in the Second (1993) and Third (1998) Judges cases, outlines a collaborative process where proposals are initiated by the Chief Justice of India for the Supreme Court and by the Chief Justice of the concerned High Court for High Court appointments.

The Central Government has deferred a proposal from Karnataka to include the Karnataka Scheduled Castes and Scheduled Tribes (Reservation of Seats in Educational Institutions and of Appointments or Posts in the Services under the State) Act, 2022, in the Ninth Schedule of the Constitution. The decision was taken as the Act, which provides for 56 per cent reservation, is currently sub-judice before the Karnataka High Court.

The Centrally Sponsored Scheme for Fast Track Special Courts (FTSCs) has been extended until September 30, 2026, to expedite trials for cases related to rape and the POCSO Act. As of April 30, 2026, 775 FTSCs are functional across 29 States and UTs, having collectively disposed of 3,87,481 cases since October 2019. The establishment of new FTSCs remains within the administrative domain of State Governments, in consultation with their respective High Courts.

The Central Government has launched DISHA 2.0 (Designing Innovative Solutions for Holistic Access to Justice), a scheme with a financial outlay of ₹255 crore for 2026-2031, to expand technology-driven access to justice. The scheme integrates four components: Tele-Law for pre-litigation advice, Nyaya Bandhu for pro-bono services, a Legal Literacy Programme, and VIDHI-Sanjeevani for real-time monitoring. It aims to reach 50 lakh beneficiaries across India.

As of June 30, 2026, the Tele-Law programme in Odisha has delivered 4,10,303 pre-litigation advices through 6,797 Common Service Centres. The state's digital justice and legal aid infrastructure also includes 24 operational Gram Nyayalayas, 332 functional Legal Aid Clinics, and one virtual court for adjudicating traffic challans, according to the Union Law Ministry.

The Union Government is scheduled to introduce the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, in the Lok Sabha. The legislation, to be tabled by Union Minister Dr. Jitendra Singh, aims to strengthen the existing legal framework against malpractices such as paper leaks. It reportedly includes provisions for stricter punishments, longer jail terms, faster trials, and the establishment of a dedicated task force to ensure transparency in public examinations.

Following weeks of nationwide student protests, Union Minister for Education Shri Dharmendra Pradhan resigned from the Union Council of Ministers, with the President accepting his resignation under Article 75(2) of the Constitution. This marks the first instance of a cabinet-rank minister resigning over a governance issue during Prime Minister Narendra Modi's tenure. The Punjab government has disbursed a total of ₹1,149 crore to nearly 33 lakh women beneficiaries under the 'Mukh Mantri Mawan Dheeyan Satkar Yojana'. The scheme employs the Direct Benefit Transfer (DBT) model to credit financial assistance directly into the bank accounts of recipients.

The Chief Minister of Uttarakhand has approved an allocation of over ₹62 crore for various development projects in the state. A significant portion of the funds is earmarked for preparations for the Kumbh Mela scheduled for 2027 and for scholarships for the children of ex-servicemen.

The government launched the Nyaya Setu chatbot on March 29, 2026, a generative AI-powered platform designed to enhance legal access by explaining legal processes and rights to citizens. The multilingual chatbot supports 22 Indian languages and is built on a Hybrid Retrieval-Augmented Generation (RAG) architecture, which grounds its responses in statutory legal texts to ensure accuracy and minimize the risk of AI hallucination.

The government is strengthening legal and judicial access for Persons with Disabilities through a multi-pronged approach. Under the Legal Services Authorities (LSA) Act, 1987, free legal aid was provided to 15,280 persons with disabilities in FY 2025-26, a significant increase from 8,313 in the previous year. Additionally, Phase III of the e-Courts Mission Mode Project has a budgetary outlay of ₹27.54 crore to enhance ICT accessibility in courts, and all new court buildings are mandated to be disabled-friendly.
